Part I — Foundations

1. Who Is Bound

This Agreement reaches every person who takes part in the Event in any way — attendees, speakers, panelists, instructors, mentors, judges, moderators, sponsors, exhibitors, volunteers, organizing team, Event staff, journalists, photographers, vendors, venue personnel, service providers, and parents or legal guardians accompanying a minor.

1.2 Where It Applies

On-site: Every Event venue at Capitol Technology University. Online: Every official Event channel — website, livestreams, Discord, Telegram, Slack, chat, and social media. Spillover: Behavior tied to the Event that affects another Participant's safety or dignity.

1.3 How You Accept

You accept by registering for, buying or claiming a ticket, entering, attending, or otherwise taking part in the Event.

Part II — The Standard We Hold

2. The Way We Treat One Another

Keep it respectful and professional. Make room for people. Honor boundaries. "Stop" is a complete sentence — when someone asks you to stop, stop right away, even if you meant no harm.

3. Harassment & Discrimination Have No Place Here

Harassment, discrimination, and abuse are not tolerated. Protected characteristics include race, color, ethnicity, national origin, sex, gender identity, sexual orientation, age, disability, neurodivergence, religion, and appearance.

4. Other Conduct That Crosses the Line

Prohibited: breaking laws or venue rules; violence or weapons; disrupting sessions; fraud, scams, or phishing; recording others without consent; sharing someone else's badge; illegal drugs or supplying alcohol to anyone under 21.

Part III — Standards by Setting

5. On Campus

Wear your badge where visible. Follow all CTU and Event staff rules. If anyone faces an immediate threat, call 911 first.

6. Online Channels

Be civil in text, voice, and video. Do not impersonate organizers, speakers, or moderators. Do not post malware, phishing links, or rigged QR codes.

7. Bootcamp, Workshops & Competitions

Welcome every skill level. Do your own work — credit pre-existing code and third-party materials. Judges' decisions are final.

8. Students & Minors

A minor may take part only with verified parental consent. All adult–minor interactions must be in public, observable spaces. Any sexual conduct directed at a minor is strictly prohibited and will be reported to authorities.

Part IV — Digital-Asset & Financial Integrity

9. Protecting Yourself & Others

⚠️ No one — not the Organizers, a sponsor, a speaker, or a staff member — will EVER ask for your seed phrase, private keys, or ask you to connect a wallet to register or collect a prize. Anyone who asks is attempting to rob you. Nothing at the Event is financial advice.

Part V — Your Content, Likeness & Data

10. Recording & Photography

The Organizers may photograph, film, and record the Event. By attending, you grant a royalty-free license to use your likeness for promotional and educational purposes. If you do not consent, notify the Organizers in writing before the Event.

11. Intellectual Property

You keep ownership of original work you create. You grant the Organizers a non-exclusive license to use your submitted content for Event purposes.

12. Privacy & Data

The Organizers handle personal information per the Event Privacy Policy. You agree to receive operational notices. Marketing messages require separate opt-in.

Part VI — Reporting & Accountability

13. How to Raise a Concern

In an emergency: Call 911 first. In person: Find any Event staff member. By email: support@bli.tools. You can report anonymously. Retaliation against anyone who makes a good-faith report is a breach of this Agreement.

14. How We Respond

Responses range from a warning through removal from the Event and referral to law enforcement. Anyone removed for a breach receives no refund and forfeits any prizes.

Part VII — Legal Terms

15. Risk & Liability

You attend at your own risk. The Event is provided "as is." To the maximum extent the law allows, the Released Parties are not liable for indirect, incidental, or consequential damages.
